Should it be illegal for Barney Frank to sodomize the Constitution?

This guy has been fondling and abusing the Constitution for more than a decade. He's used his power to gain control for himself and get his boyfriends out of tight spots (pardon the pun). Should we make an amendment just for Barney, keeping him at least 500 yards away from the nations capitol and the Constitution?
