There was nothing wrong with the Electoral process. Florida was too close to call, and after a partial re-count of votes, it was decided by the Supreme Court that Bush won that State. That gave him enough Electoral College votes to put him in office, even though Gore won the National popular vote. This has only happened one other time in our history, when President Hayes was awarded the Electoral College vote majority by Congress, even though he lost the popular vote.
