Was Beethoven completely deaf by the time he finished writing his 5th Symphony?

No, from anecdotal evidence it is umed that Beethoven had become almost completely deaf in or around 1813-1814. This was shortly after finishing his 7th and 8th symphonies (1812). His 5th symphony was finished in 1808, so he still had some hearing left.
